规定在这里,就要遵守。孟山度每年耗费巨资游说国会是无疑的,但是利益集团在国会
的游说是公开透明的。
FAD对medical procedure的验证也是有成熟的规定的,什么时候可以做什么都很清楚。
拿新药做个例子,第一部都是毒性实验,用动物的,至少也要几百万上千万。而不是说
你开发个新compound,还没做毒性实验,就说治愈率80%,直接上临床了。
肖常常说,他的手术得到了美国的承认,理由是,连NIH都拨款了。问题是,NIH只拨了
几万块而已,相比美国一个新药从研发到上市平均耗资十亿元,几万块连个立项的行政
费用都不够,你觉得这算是NIH认可吗?

嗯,每个个体当然是难以预测的随机变量。但是作为总体人群的行为
却往往表现出相当的规律性。
举个经济学的例子吧,央行把利率从5%降到4%可能对你我的投资、消费
决策根本没有任何影响,但是它对国家宏观经济的影响却是可以计算出来
的,有相当一致的patter可循。
又,经济学的基本假设是人的行为都是理性的,也就是总是朝着利益
(幸福)最大化的方向走。这个论点如果放在个人身上无疑是荒谬的。
这个世界上大概没有任何一个个人每次经济行为都最大化了自己的利益。
但是作为整体经济来看,这个假设却是很管用的。可能存在某些人从来
不知道自己到底最需要什么东西,也可能存在一些时间(fad)全社会都
非理性消费,但是你不可能找到一个社会绝大多数人绝大多数时间都在
远离最优化点的地方胡乱进行经济活动。
这种在大样本,长时间的环境下体现出来的类似中心极限定理的行为
