最近中兴被美国商业部制裁的新闻充斥这各大媒体，成了新闻热点。我大概看了下资料
也大致浏览了一些中英文媒体对此事的报道和后续评论。这里我想就此热点事件再从专
业角度深谈一下美国出口管理法规及对此事件看法。
大约两年前，美国商业部以同样形式制裁了国内著名石油能源企业烟台杰瑞，也是因为
大量设备装备出口伊朗被查出。当时事件出来后我在第一时间约见了美国商务部的专员
，详细了解了事情的经过，作为公司内部业务和教育资料。而后我发在微博上的该事件
资料和涉及美国出口管理法规的评论被包括中国石油报，立方石油网等各行业媒体竞相
COPY和转载。
烟台杰瑞被美国商业部制裁经过调查及说明（完整版）
在当年和杰瑞前后一起被制裁的就有中兴，另外还有一家济南的石油代理商。记得当时
我打电话过去时，商业部的人都还以为我来问中兴的事，我才知道中兴的案子远远要更
大得多。后来再关注新闻时得知中兴在律师团队协助下已经于去年和美国达成了调解协
议，支付超过10亿美元巨额罚款，从黑名单中被移除。
这次事件是因为美国认为中兴没有按照调解协议操作，因为多次反复违法重启制裁而且

号不同尺寸的泵都有很详细的性能曲线图，inducer在小尺寸的overhung pump上应该找
得到
如果性能曲线的数据还不能满足需要，就只能联系厂家了， good luck
，最多就从别人的paper那儿抄点实验数据作对比。可是现在连个Objective都没有。有
谁正在搞pump 或inducer的, 想找人合作弄点数值模拟的话，请和我联系吧。我老板的
人脉资源说不定能帮个小忙呢。 |
