为督战队的主要作用不是用恐吓把士兵逼在战壕里，也不是用机枪扫射溃退下来的部队
；他们的主要作用是防止逃兵们跑得离前线太远，而且负责把他们送回部队。
从1942年8月1日到10月15日（斯大林格勒会战和高加索会战的激烈阶段），红军督战队
一共拦截了14万名官兵，其中3980人被逮捕（占所有人数的3％弱），其中1189人被枪
