1. tax bracket, I mean marginal tax bracket, not the average tax rate.
2. the person may have already caped the itemized deductible and beginning
phasing out (only a fraction can be counted) even without the donation.
As a result, the deductible is AT THE MOST the marginal tax bracket. I
think for most people, 15% is more proper than any guess above 25%.
Tax is not counted as the way you are saying:
50k*20% -49.9%*19.8% = 33.

为了表明她与雾霾的“私人恩怨”，演讲一开始，柴静就讲了一个感人的故事（1分09秒开始）：

三峡对航运的总作用到底是正是负不一定。毕竟过船闸要花那么多时间和成本。
就发电来说，显然不如金沙江上水库。两个水库的装机容量就明显超过三峡。造价只是
三峡的一个fraction。（就算象你说的人民币只贬值了一半）。正因为三峡需要移民那
么多，所以总的效益才比不上支流上的电站。93年投三峡的钱相对于那个时候的国家财
政是个非常大的数字。先修中大电站当然是更稳妥更经济的做法。
退一万步说就算是你说的赌博赌赢了，也不能算是啥政绩。 你要是了解投资的话，就

false documents, etc.
minimum down payment can be short circuited by taking a loan somewhere else
to give as down payment, so you really financed 100% while conforming to the
regulations on paper.
one can fake a "first time buyer" by using fake ID. or at least a house hold
with two adults can easily buy two "fist homes" by withholding information |

in second grade here in US. And they are learning fractions addition and
subtractions. Their requirement is 40 double digits addition/subtraction/
mulitplication questions in one minute. And his school is only ranked at 9 (

3个测试科目
中（数学，阅读，科学）都名列前茅，并且是远远领先第二名。
这可不是奥舒数之类的，只有几个尖子生参与的比赛。参加测试的学生共5千1百人，来
之各个层次。
上海的测试由澳大利亚的一个机构主持，所以也不存在上海教育局作弊的问题。
测试的题目应该是以能力测试为主，用专家的话说：“。。。the real significance
of these
results is that they refute the commonly held hypothesis that China just
produces rote learning.”
“Large fractions of these students demonstrate their ability to
extrapolate from what they know and apply their knowledge very creatively

审查：cheney在任上给这项技术立法大开绿灯，使其对任何环保法案免疫，同时不需要公开使用的化学成分。EPA更是连审查都管不着。直到2010年6月hydraulic fracturing使用的化学成分才公开，其中相当多的都是致癌物，绝育变异，不一而足。
最妙的是，绝大部分p民在认识到这项技术的危险性之前，都被开采公司拿钱买断，签了保密/免责协定。谁公开说这事儿，谁就法庭上见。
