favor strong hands, not the weak ones.

This is a toughy, initially I think of 2H, but rejected it for
too ambiguous. 2S makes less sense than 2C, since no spade fit
possible. 2C might get passed. but 3C is exaggrating.
I finally decide will go with 2C and hope it will survive. then
I will cue H in the next round. Actually, I believe, given
the context, 2C should survive.
The principle is that when both
partners bid contructively, it's forcing, or at least forward-
going, if you prefer.
