eb quota，eb5占10%，剩下的10%是special immigrant（我猜是大厨之类）
计分系统在法案实施五年后建立。quota最多不超过250000。
没有犯罪纪律的非移要注册成为临时移民。等10年后，按merit based的系统拿绿卡（
如果分数够的话）。
fb方面：我的理解是只有父母能帮子女办绿卡。
这个法案在民主党控制的senate通过了。在共和党控制house没有进行投票。
