就在特朗普撤销环境保护行动，宣布美国撤出巴黎气候协定之际，中国正在设法将自己
定位为世界气候领袖，承诺与其他国家合作建立“生态文明”。中国已经建立了世界上
最大的光伏发电场，计划关闭100多座燃煤电厂，到2020年之前，至少提供3610亿美元
用于发展可再生能源。
这一切都很值得称道，是亟需之举。但如果中国真的想要成为气候领袖，就需要应对全
球的气候足迹，而不仅仅是其境内的污染。
中国向拉美和加勒比国家提供贷款的例子很能说明问题，它显示了该国如何把污染排放
外包到其他国家。
2005年至2016年期间，中国国家开发银行和中国进出口银行向拉丁美洲和加勒比地区提
供的贷款高达1410多亿美元，远远超过了多边银行向该地区提供的总额。这些贷款主要
涉及石油钻采、煤矿开采、水电大坝建设和道路建设等对环境有重大影响的项目。在中
国向拉丁美洲发放的所有公共部门贷款中——2017年约为172亿美元——有一半以上用
于化石燃料行业。
