邦众议院共和党多数，参议院虽然民主党仍然是多数，但没有60票，不能避免共和党的
FILLIBUSTER，所以联邦级别的操作空间不大，当然在州一级比如NY， RI，MD等HRC可
能还是能发挥一些作用的，这三个州在今后两年有希望实现同性婚姻。所以联邦级别只
有司法一条路，而GLAD已经赢了一个官司，还在继续打。当然GLAD不是唯一打官司的组
