英美，从magna carta开始，到glorious revolution,再到现在，一直是资本最顺势利
导的制度。这个制度，从来就不是某个人，团体可以控制，从来就是资本主动互相竞争
，达到均衡的制度。
谈什么策略，还真以为可以一控制资本，二让资本有效竞争。这2点最终是不能兼容的
。选择控制资本，就竞争不过英美；选择放弃控制，让资本自由竞争，就走上了英美的
同一条路，就是英美所乐见，必然会失去党对国家的控制。
