Gugile Nkwinti的土改计划曝光。这个最新政策文件定稿于2014年2月，取向是“土地
改革与归还原主”，文件正式名称为“强化民众耕作土地的相对权利”。
根据该文件，被雇用的商业农场工人将无偿取得雇主土地所有权的50%，分配的原则是
“与他们对开发土地的贡献成正比，以他们在土地上的工作年限为基础”。而农场的历
史主人（historical owner）“自动保留”另一半土地。
政府将支付这一半土地所有权的市价，听起来好像是赎买。不过不是付给农场主，而是
放入投资开发基金（Investment and Development Fund, IDF），由“构成了新所有权
机制的各方联合所有”。这是说农场主将得到相当于被分走土地市价之一半的基金权益
吗？即使是这样，半价折让土地，农场主是亏了。同时农场工人免费分得一半土地，还
将得到政府赎买金一半的权益。一蟹两吃，太赚了。

但是这个地方主要不是面向用户的，主要是人家Cornell的人做高能实验，实验里多余
出来多少X ray你就用多少。
而且好像光子能量decay的周期不到两个小时（对照：BNL是10+个小时），不太适合原
位研究。
当然，这个导致他们用户不多，据说beamtime反而比较容易拿到。。。
