拉萨骚乱与洛杉矶骚乱的相似之处

3∙14骚乱与1992年的洛杉矶骚乱有相似之处,这对中国和世界都是一个警示。挑
起这些事件的人都使用了争人权、反歧视、争取自由和正义等理由,然而广泛的抢劫、
纵火、打砸、伤害生命却是事实的真相。在洛杉矶,白人、朝鲜裔、黑人的店铺被洗窃
、砸烂、烧毁,53人丧失生命,许多人受伤。在拉萨,20座建筑被烧毁,908家店铺、
120间房屋、7所学校、5家医院被砸烂,银行被抢,许多车辆被烧,18平民被杀害或烧
死,400多人被打伤。洛杉矶和拉萨的骚乱者做了同样的事:他们从店铺里拿走所有他
们能搬动的东西,殴打或者干脆杀掉妨碍他们行径的人,烧掉所有他们拿不走的东西。
两地骚乱者的行为都具有仇富特征,表现出渴望通过剥夺他人一夜暴富,以及毁灭一切
他们无法占有的东西的疯狂。在这种情形下,中美两国政府应对国内暴力骚乱的选择基
本相同。这说明仇富情结是社会心理现象,存在于所有种族、民族文化群落、国家和社
会之中。产生仇富情结的原因远比族群关系复杂,其强大的破坏力不容低估。

是罪名最终都被最高法院推翻了。2000 年3月,美国参议院投票表决有超过80%的民众
支持的国旗修正案,这个修正案要求改变一贯做法,决定对侮辱国旗的人判罪。最后,
由于未能达到三分之二的多 数而搁浅。这是美国参议院第三次就是否在宪法中增加保
护国旗的条款进行投票表决,前两次分别是1990年和1995年。两次表决,分别以63对36
(一人 未参加投票)和58对42未能通过。
1966年6月6日,纽约黑人西德尼·司曲特从广播中听到,第一个进入密西西比大学读书
的黑人詹姆斯·梅乐迪什遭到枪击。他愤怒地走上街头,当众焚烧了一面美国国旗,并
高喊“我们不要他妈的国旗!” 他因违反纽约国旗保护法而被捕,并被判有罪。但最高
法院推翻了这项判决。
1966年,纽约市艺术长廊的主人斯蒂芬·拉迪什因展出三尊包着美国国旗的雕像而被捕
。国旗包裹的分别为子弹箱,吊在绳圈中的人形和男性生殖器。他也被控违反了国旗法
