“人盯人项目”是建立把NIU的志愿者和key people建立一对一的关系。通常由一个志
愿者来负责1-2个关键性人物，比如在两院immigration subcommitee上的议员，一些重
要的华人政客，及其他可能对我们带来帮助的关键人物。希望通过发信，打电话，甚至
office visit来和这些key people建立一种长期的健康的工作关系。

HR 3012 (Rep. Chaffetz)
HR 2161 IDEA Act的听证前天才完成，然后Lofgren又提出了H.R.3119. 这个3119比
2161的规模要小：主要是HR 2161包括STEM的exemption, 然后这个不包括STEM.这样的
话就少了很多争议。
再有一点就是HR 3119包含了对Family-based immigration的一些有利条款，所以还能
得到Family-based人员的支持。
所以HR 3119通过的概率也许大些，另外这个法案也由非法移民的最坚定支持者Rep.
Gutierrez联合提出(co-sponsor), 所以遇到的非法移民那里的阻力会小些。
HR 3119 主要是：
1. 去除Per country limit (HR 2116也有， HR 3012也有。两党支持)
2. 扩大AC 21的适用范围
3. 提高family-based的移民名额的per country limit至15%

发帖数: 1430 | 16 HR 3012法案里面有有利于西裔的条款，就是那个把家庭类移民从7%上升到15%的条款。
这一改变最大的受益人之一是墨西哥想移民这里的合法移民。
所以才会有西裔移民的最大支持者之一Congressman Luis V. Gutierrez联署该法案。
所以这里阻挠的应该不会是西裔。
实际上这个法案如此简单，只要voice vote取得简单多数就行。我觉着在参议院不太可
能，会有人filibuster这么简单而无争议的法案，因为不值得。
就是关键问题是，参议院会不会让vote这个法案. 现在又弄出来了个AGREE, 这个我认
为是HR 3012最大的阻力。 |

。何況共和黨版的「科技綠卡」法案是要排擠受到歡迎的「抽籤綠卡」名額。舒默強調
他反對的理由
是，「科技綠卡」不應犧牲掉其他的移民。”
总结就是：
民主党的版本抽签绿卡不减，凭空增加STEM名额，Diversity和STEM皆大欢喜，民主党
credit全占，且继续抽签绿卡搬运老黑大票仓，共和党一点好处捞不到。
共和党版本，取消抽签绿卡，断了民主党票仓，并且全占STEM bill的credit，民主党
一点好处捞不到。
大家都不肯妥协。

如果讨论的是I-Square这个高科技移民法案，他就要和Grassley提出加H1B的reform.
实际上这次Grassley从来没提过H1B reform, 只是Durbin一个人在讲.
如果讨论的是CIR, 他根本不会提什么H1B reform. 至少他从来没说过CIR应该包括H1B
reform.
我说他邪恶就是因为他只针对高科技移民, 提反对意见。比Grassley还差劲。
即使是众议院的Rep. Luis Gutierrez也还联署过高科技移民法案; Senator Grassley
也支持过去年Rep. Smith的STEM Jobs Act。可是这个Senator Durbin从来都是高科技

明显的是，House还是会有法案出来的。拉布拉多早就是个问题了，上次因为benefit的
问题闹僵，也是他多次威胁要退出，这次真退了。

本周他做出了惊天的举动，宣布不会投票。一个重要的事实是他对目前的法案很不满意
。他积极推动边界安全的部分并没有得到认可，他肯定也很失望和愤怒。
他作为拉丁后裔的代言人，当然也代表共和党的敌对派，他一身演几角，很不容易。
他在最近的采访中明确表示“目前的法案不会成为法律，因为还不完善，所以我不会去
支持这个法案”。
如果法案成功，Rubio将是最大赢家。有移民选票，因为他促成了立法。对于保守派来
说，他保证了法案的完备和合理。
但是，目前Rubio已经收获了很大的政治影响，如果现在退出，当初的大赦冒险岂不是
白白浪费？怎么也说不过去。还得看最近的发展。

的议题，他目前的表态是非常非常积极的（very very positive)使我们可以继续向前
推进。
2. 博纳说如果民主党坚持公民路径，那么我们在今年不会达到任何地方（我们可不可
以反过来理解，取消公民之路，代之以合法化，移改今年，对就是在今年，能前进到一
个地方
呢？）。
3. 政府和议会官员均认为众院会在三月底或四月初对法案进行表决。

发帖数: 2145 | 48 板斧敲打我来了，呵呵，这几天没有什么大的移民方面的新闻，有几则是说加州共和党
众议员 Jeff Denham呼吁给予一部分非法移民合法化遭到众院否决的消息。民主党加州
众议员Luis Gutierrez周五则说如果共和党7月4号之前不行动，总统应该采取行动逐步
取消遣返。
怎么说呢，现在真是有戏没肉的阶段，前几天有个分析文章认为明年共和党掌两院后，
国家政治系统仍是一片泥淖，但是最可能达成的两则法案是移民改革和税务改革。原因
是这两个问题上两党的观点已经很接近。
但是前面我们也看到，共和党现在表现得越来越有章法，不会随便采取行动，我认为他
们既要保证拿下参院的目标，也会在明年采取行动讨好拉丁裔，这两件事不冲突，但是
今年要顶住民主党的火力，民主党在意识到可能明年参院不保的情况下，担心明年的新
议案对己方不利，所以今年会竭尽全力忽悠移民改革，我们也讨论过，明年民主党参院
不表决移民改革，而新版本又含合法化的条款，则民主党必遭移民团体的攻击，所以，
民主党说过了明年就不会和共和党达成任何有助于共和党讨好拉丁裔的法案，但真正执

天休会之前，现在还是六月份。民主党受边境形势的影响，形象很狼狈，如果通过行政
令，根本就是转移注意了，是气急败坏的举动，并借此同共和党讨价还价。
共和党要顶住这样的无赖要挟，该干嘛干嘛，让边境危机来得更猛烈些吧，让民主党干
脆利索地丢掉参院 |
