行榜。对在欧美的外派雇员来说，多伦多是最适合居住的城市。
ECA每年所进行的城市排名调查客观分析一系列的生活环境因素，以评估全球超过四百
五十个地区的整体生活质素。评估的生活环境因素包括：气候、医疗服务、住房及公用
事业、隔离程度、社交网络与娱乐设备、基础建设、个人安全、政治气氛以及空气质素
等。
报告指出，多伦多位居北美榜首，得益于她良好的空气质素、稳定基建、合适的医疗配
套、低犯罪率及低健康风险等因素。
排第二的则是爱尔兰首都都柏林，空气、基建、低犯罪率，都是该城市吸引北美外派雇
员的重要原因。
其他上榜的加拿大城市包括：温哥华（并列第三）、渥太华（并列第三）、蒙特利尔（
第十四位）等。
普遍认为最难适应居住和工作的地区则是阿富汗的拉什卡尔加和坎大哈，该地区紧张的
局势令很多北美公司外派到那里的雇员心中惴惴不安。此外，这两个地方与北美的距离

1909年2月，万国禁烟会在上海外滩汇中饭店召开，来自中、美、英、法、德、俄、日
、意、荷、葡、奥匈帝国、暹罗、波斯等13个国家共41名代表，会议最终通过“九项决
议案”。敦促各国政府采取必要之措施管制鸦片的生产和消费，“实开国际协作禁烟之
端”。1911年5月8日，中英再订《禁烟条约》十条及附件十条。1911年12月1日，上海
万国禁烟会13个国家中除了奥匈帝国拒绝参加外，12个国家在海牙召开国际鸦片会议，
1911年1月23日通过《海牙鸦片公约》（INTERNATIONAL OPIUM CONVENTION SIGNED AT
THE HAGUE）6章25条。规定熟鸦片、吗啡、海洛因、可卡因及其他衍生物的制造、贩卖
