想的承袭，后者虽不否认汉文化的影响，但更关注于非中国传统官僚体制、清帝国作为
多民族国家的治理方式等面向。尽管学界相关的回响与讨论很多， 也不乏替代模式的
提出，但由于双方对于“汉化”的定义未必一致，所关注的层面也不甚相同，因而被称
为是“没有交集的对话”。的确“汉化说”与“新清史”的最大分歧之一，或在于前者
所重视的中国传统官僚制度与文化于清代之传承，却不是后者研究的重点；后者侧重的

潛移默化的過程，透過教育、宣傳，再配合部分政令，製造出一套虛假意識，讓市民社
會的成員個個信以為真，不斷參與，不斷鞏固。
然而，權力在那裏，反抗就在那裏！面對地產霸權無孔不入的侵略，近年，香港社會反
地產主義的聲浪也急速升溫，不僅反高鐵、反大浪西灣蓋私人住宅、反市區重建項目等
社運人士的多次示威反對地產主義，連精英領導階層，像行政會議召集人、盛傳會競逐
下任特首的梁振英也多次在報章撰文，指出香港老百姓正陷於居住問題的囚籠，為競選
特首爭取民意而作準備。事實上，當地產發展的霸權模式走到瘋狂地步時，也是社會上
各種力量要聯合反擊的時候了。
追溯今天的地產霸權構成，起碼要回到二零零二年。當時，特區政府為了挽救樓市，由
時任房屋及規劃地政局局長是孫明揚推出「孫九招」。八年來，樓市不僅幾乎回到九七
年金融風暴前夕的水平，而且發展商的營利模式在政策的保護下層出不窮，香港四大地
產商之一恆基地產的「天匯」高級住宅是典型的例子。

本完全（本节共8页，四小段除外）来自Blum一书，惊讶得说不出话了。那就什么都不
说了。黑色字体为朱原文，红色字体为本人考证内容。本节朱文共使用了9个脚注，也
很巧合，这9个脚注在Blum一书中均出现，引用的内容与 Blum一书也完全相同，而且，
本节的脚注只有一个提到了Blum。而从考证的内容看，其实本节都是来源于Blum。因此

霸权下过得不错，没人可以预测如果中国取得西太平洋霸权下新加坡过得会怎么样，也
许更好，也许变差。对于新加坡而言，维持现状是天然的选择。对于东南亚而言，中国
历史上并不是什么 Benign Hegemony.

议院发出警告，如果双方未能就提高目前14.3万亿美元的债务限额达成协议，将“给美
国经济带来严重的后果”。美国总统表示，“如果到八月初还未达成协议，那么美国就
存在债务违约的风险。这将沉重地打击美国经济的国际信誉。美国的信用评级将因此下
调，美国的借款将会付出更高成本。”1
事实上，近来，债务违约的阴影日益令国际金融界感到惊慌，因为若美国政府未能如期
偿还债务，全世界中央银行持有的美国国债将降级为“垃圾”地位。即使恢复利息支付
，美国的信用等级也很可能由当前的AAA被调低。为此，美国圣路易斯联储银行行长、
美联储理事詹姆斯·布拉德（James Bullard）警告称，“如果美国财政状况处置不当

常都看不见它。占有优势地位的意识形态以一种“中立”的姿态呈现，而所有其他与这
个标准不同的意识形态则常常被视为极端，不论到底真实的情况为何。努力追求权力的
组织会去影响社会中的意识形态，将它变成他们想要的样子。政治组织（包括政府）与
其他团体（比如说在议会外游说通过议案的团体）试图透过传播他们的意见来影响民众
，这也是为何社会中的许多人通常看起来都有“类似的想法”（think alike）。当社
会中绝大部分的人对于某些事情的想法都很类似，甚至忘记了目前的事务可以有其他的
选择，这就变成了哲学家葛兰西（Antonio Gramsci）所说的霸权（Hegemony）。
媒体,无目的地, 或者出于种种目的或原因地(比如为了迎合大众或者影响大众),自然而
然必须符合所处社会的主流意识形态, 因此,小到每个商业广告,实际上都在推广意识形
态. 而对于该社会中的大多数人来说,这是"看不见"的.

China at this point is not seeking to challenge US upfront and militarily
simply because of limited capabilities. Even with Russia's help, we won't
have any chance to defeat US. But China is using some tactic or "rightful
resistance" to undermine US hegemony and impose cost upon US by allowing US
to taking lead and responsibilities on solving those headaches.
