《金融时报》报道显示，2017年美中货物与服务的贸易逆差为3370亿美元。特朗普提出
，美国计划从6月1日开始的一年时间里把美中逆差削减1000亿美元；在2019年6月至
2020年5月之间再削减1000亿美元。态度不可谓不坚决。而中方则试图让华盛顿放松对
中国投资的国家安全审查强度，最终，为期两天的中美贸易谈判并没有形成共识。
实际上早在2016年，欧盟将对华政策评估后就提出要“对等”，在特朗普上台后，继续
强调“市场机制、竞争机制”的对等。甚至用出了“mirror”一词，指镜子、建立镜像
。这在本质上和中方强调“互利”不同。而另一方面，现有的制度和体系很难改变顺差
