三藩的homeless真是让我惊掉了下巴！
之前我发了一个关于南湾homeless的帖子，但是我后悔了。因为我上周去了三藩
downtown一次，才发现跟三藩一比南湾根本是小清新。
其实经常去三藩，但是downtown那一片有一段时间没去了，大概几个月吧。但就这短短
几个月，我感觉三藩downtown的homeless又明显增加了，尤其是靠近City hall那一带
。多到什么程度呢，就好像走进了丧尸电影。我和老公两个人把车停在mission st的一
个停车场，然后走大概十分钟左右的路去city hall附近。就这短短十分钟的路，我走
得非常痛苦，时刻感觉到恐怖。路边是各种homeless的生活用品，地上到处是屎和尿，
几乎无处下脚，那味道更是不用提了。每个block上都有很多homeless，有的坐在路边

餐馆吃别人剩饭也没人会说啥吧
1、所有警察局停车场拿出1、20个车位的地方建立2层或者3层的胶囊公寓（可以让“爱
心人士”认购，可以抵税，你今年认购今年抵税，明年不认购了也可以，这样zf只需要
出点管理人员和场地费用，当然会少受点税），每套胶囊公寓边上附带两个厕所和洗浴
间和两台洗衣烘干机（洗衣机烘干机可以交给慈善机构购买和管理，这样不会被挥霍浪
费公款）。地方大或者人口密集地区可以建设2、3套甚至更多
每层至少8-10间胶囊，这样一个警察局起码有至少30个homeless shelter，能够保证
homeless有地方住，有澡洗，可以洗衣服。至少可以梳洗打扮下能够有找到工作的机会
。刷指纹或者id入住，每天早上9点赶人，系统进行自动蒸汽喷淋清洗烘干，每晚6、7
点期间刷指纹入住（洗澡间和厕所也靠指纹排序，如果排队的话），这样成本很低。
2、志愿者对homeless进行职业和生存，心理等方面培训，引导他们找工作，甚至可以

以前只知道三藩homeless多，去downtown不小心穿过背街小巷那个味道真的是好几天想
起来都反胃。但是感觉现在南湾的homeless也逐渐多了起来，不知道是不是错觉。我们
家附近有一条很长的trail，地势比较高，沿着一条地势较低的小河，小河两边树木比
较茂盛。我每天上午都会去跑步，所以对那条trail非常熟悉。我最近注意到小河边上
流浪汉堆积的物品越来越多，生活垃圾，各种捡来的东西，包括帐篷，隐藏在小河边的
那些树林里。更要命的是，经常能闻到阵阵屎味。有一天我在跑步，远远看见一个女的
蹲在小河边。我以为她在那儿玩，心想河边那么多垃圾，这女的也真不怕脏。但到了跟
前，才发现那女的是个homeless，脱了裤子在拉屎。今天就更恐怖了，我跑到一个人比
较少的地方，远处走过来一个homeless，衣衫不整，手上还拿着一根明晃晃的不知道是
棍子还是刀的东西，嘴里一直骂骂咧咧的，吓得我赶紧掉头跑了。

前几天和一个病人聊天，很有意思
这个病人曾经是个homeless， 两年前获分配一个apartment，闲聊起纽约homeless
shelter其实是一门大生意。理论上homeless 都有可能获分配住房，但是主持和分配这
个计划的主事人立下规矩，都假定这些homeless 都是吸毒者，或者是药物滥用者，要
求这些申请者都入住shelter，并接受精神药物治疗和戒毒治疗一年，如果不服药的话
就踢出去，一切免谈。入住shelter一年后，医生评估合格，才有资格排队分配住房。
我这个病人入住shelter后，就有护士要求他每天服药，他起了疑心，不肯服药，结果
被赶出shelter。据他说，主事人每接受一个入住shelter的人，都向政府claim大量的
medicaid（因为都是视作精神病人或吸毒者），基本上就是把他们当作是提款机， 所
以这个东西生意兴隆，shelter越来越多。

好点的捡到金元宝也难说，但大多数人也就捡点人吃剩的鸡屁股，萝卜头吃吃。虽然大
家都知道北京饭店倒出来的泔水比垃圾筒里的好吃，但homeless衣冠不整，一般都有
dignity.不愿意去那豪华饭店门口等施舍。要真那样的话，homeless跟乞丐也没啥两样
了。
这种默默守了2000年的规矩，今天终于被某些凤凰女打破了，凤凰女说，他妈的

持一份工作，连遵守收容所的作息时间和基本规则都做不到，宁愿在外面浪，所以说他

其实解决homeless最简单的办法就是胶囊公寓，每个警察局边上修上一栋，来个2、30
个到100个胶囊，提供给homeless住宿，能洗澡洗衣服
可以完美解决homeless问题，至少他们不会一身酸臭，想找个临时工干下都没门
全部直接混凝土浇筑，内部用四氟乙烯铺垫，不怕火，易清理，甚至清洗都可以搞成全
自动的，不用多舒适，只要干净，不冻不热着就行。投入也小。 |

搭帐篷
最关键的是shelter数量有限，就算知道的，最后也申请不到
狗屁的生活方式，你免费提供一套房子给他你看他是愿意住在房子里还是到街边去住
美国有个私人搞的慈善运动，移动洗澡车，特别受homeless欢迎，你去搜一下就知道了
homeless遇到的最大问题不是没地方睡觉，也不是没饭吃，就是没有合适的地方洗澡保
持身上干净（那种神经病的不用问了，他们确实没这需求）。 |
