come from a handful of places in the country: About 70 percent of them come
from 15 large metropolitan areas. These areas often have highly
regarded public high schools, such as Stuyvesant in New York City or Thomas
Jeffersonin the Washington, D.C., area.
Low-income high-achieving students at these schools have close to 100
percent odds of attending an Ivy League school or other highly selective
college, Hoxby says."

教育特别是高等教育被广泛视为促进社会公平、实现向上流动的重要手段。然而，随着
过去三四十年里美国社会经济不平等趋势加重，人们开始质疑高等教育的“均衡器”作
用，有人甚至称高校助长了不平等。
高等教育领域的不平等与整体社会经济环境的不平等是否“相辅相成”？美国杜克大学
公共政策研究教授查尔斯·T. 克劳特菲尔特（Charles T. Clotfelter）围绕多样性、
竞争、不平等三个主题，对美国多所高校进行量化对比研究后发现，今日美国的本科教
育（相较研究生教育更具代表性）比40年前更加不平等。其中少数顶尖高校与其他院校
在学生资质、资金、人力资源和物质资源等方面的差距越来越大，而这在很大程度上源
自收入不平等加剧。

說：「以美國大學為例，它們是三流學校數論文篇數，二流學校數論文的影響因子，一
流學校不對論文發表提要求，而頂尖的大學非常強調教學。」然後，他做了精闢的分析：
一所學校的教師還沒有形成很好的研究習慣時，學校從管理上要求教師發表論文，並且
是在國際同行認同的期刊上發表學術論文，這樣可以形成一個整體的驅動力，從統計學
的角度上看，論文發表得多就意味著教師花在做研究上的時間更多。因此三流大學要提
升，就得要求師生多發表論文。二流大學要求教師發表的論文，是在該領域裡最好的、
影響因子最高的雜誌上。如果某人一年能在這樣雜誌上發一二篇論文，他會被認為是國
際知名的學者。再發展，這位教師能幾年磨一劍，做一些引導、引領這個學科發展，更
帶有原創性的工作，帶領學科往前走，那他就是國際一流學者了。所以，一流大學不要
求教師發表很多文章，也不要求他們在頂尖雜誌上發表，只是給更寬鬆的環境做研究，
由教師在好奇心驅動下自由發展。在國際上前幾名的頂尖大學，所有的教授都是該學科
