段子，8、90年代在短篇小说里有印象，让他给凑一块了。
总体觉得悲天悯人的情怀不够，有点吃饱撑的那种tree hugger情怀。可能我有点屁股
决定脑袋。是要保护草原保护生态，可也不能把没饭吃的外乡人当妖魔。
不过感觉中国人民有时候确实也有些爱涸泽而渔，那种因为极度缺乏导致的贪婪，是让
人诟病的地方啊。
差不多时间贾平凹写了《怀念狼》，又一本魔幻现实主义，看过的还有印象吗？ |

得选票，所以尽管很多欧美政府其实也是被大工业操控的，但是环保还是有一定的余地
来斡旋。所以不是自上而下，而是自下而上。
我其实很不认同那种说起转基因什么就发疯的、TREE HUGGER式的、恨不得退回原始社
会的环保观点。在任何国家人民的首要权益是吃饱饭。
但是在技术能够实现清洁生产的时候，如果政策能够给予重视环保的企业、行业一些倾
斜，（因为处理污染的企业开始肯定多花钱）给不重视环保的企业/行业足够的打击，
维护一个公平竞争的环境，才能让清洁生产得到发展。
任何先进的污染治理措施，都不如源头控制有效。一块钱的清洁生产投入不花，最后可
能要花1000块来治理。环保和治病一个道理，预防为主。
而如同曲老说的那样，当清洁生产得到发展空间的时候，它往往最后更有经济效益。执
行环保政策，短期看来是减少GDP，长远是提高工业技术，让单位原材料消耗的产出更
高，更有效。
举个例子吧：
