两年前，中国与土耳其两国宗教局签订合作备忘录，把中国境内4万所清真寺的5万名宗
教教师轮流派到土耳其深造学习。当时内地网上曾有批评指，送宗教人员到对支持疆独
的土耳其留学等於「与虎谋皮」，无异于帮助培养疆独分子。
2011年6月，国家宗教局局长王作安会见了土耳其宗教事务局局长居尔迈茨一行，双方
签署了《中国国家宗教事务局和土耳其宗教事务局合作备忘录》。
根据这份合作备忘录，中国每年会向土耳其的培养伊玛目哈提普（Imam Hatip，宗教教
师）的高中和大学的伊斯兰学院派遣留学生。这些学生所有的开销都由土耳其Diyanet
基金会负责。

土耳其是一個歷史文化混集的國家，它歷史上受歐洲基督教文化影響，因此今日土耳其
仍可以見到部分基督文明遺跡。公元七世紀後，伊斯蘭教又受到中東文化影響。其中最
影響近代歷史的，莫過於鄂圖曼土耳其帝國，因為它的中衰，間接引起第一次世界大戰
的爆發。當時歐洲被分成以英美法為首和以奧匈、意大利和德國為首的聯盟，不斷嘗試
在近東地區發揮影響力，以擴大她們的政治和經濟利益。但一戰削弱了鄂圖曼土耳其帝
國，並加速其崩潰和滅亡。取而代之的是世俗化土耳其這個新國家。
土耳其在20世紀20年代，Mustafa Kemal Ataturk宣佈開始世俗化政策，包括採用西式
知識教育人民、廢除用阿拉伯字母書寫的文字及改用拉丁字母書寫、廢除哈里發制度及
引進西式政治制度文化，土耳其政府從伊斯坦堡遷都至安卡拉，就是避開這個數百年政
教合一之都；當時女性甚至不必戴頭巾，可以自由接受教育和工作，土耳其人甚至還可
以破戒飲酒。這在那年代社會來說，是一個很大的轉變，要知道和昔日政教合一政體完
