所谓“排水能力强”的地方，在美国叫做impervious area，就是hard surface，降水
无法渗透，沿表面或者浅表成径流，最后汇聚到低洼的impervious area, 形成内涝。
根本问题是绿地湿地太少，无法吸收降雨。
在美国，你要改造庭院，比如修一个patio, 或者deck, 镇政府是要检查和计算，完工
后你的impervious area占lot的总面积的百分比的，百分比太大，是不会给你permit的
，因为会造成街道上的排水压力。deck虽然是漏水的，但是因为deck的foundation是和
房屋基本一样的要求，所以building department会考虑到你未来有可能把deck改建成
居住面积，形成新的impervious area, 所以从一开始就当作impervious area。
这些排水的考虑都是城市建设最基本的东西，国内的城建部门不可能不知道，就是房地
产的开发，导致利欲熏心，根本不顾这些常识，有一天就会出这样的问题。 |
