看来NIH终于要改革了。。。这里顶一下o8同志。。。
昨天，o8同志的budget policy终于出台。其中NIH budget 不变，但是包含了很多重要
的改革。。。
我旧帖就说过，NIH钱不少，但是浪费很严重（呵呵，比咱哪儿还是好不少）。这里的
最大的浪费其实就是给学校的补贴，也就是所谓的indirect cost。也就是当PI拿到1M
经费，所在学校会拿到一定比例的经费（0.5-1M 不等）作为协助完成研究的管理费。
这个费用的初衷是好的，就是鼓励学校的教授多从事NIH资助的研究，这样indirect可
以被用来改善实验条件（比如雇佣秘书，改进实验室的配套设施等等）。早期的学校主
要是用来教学的，没有合适的实验条件。。。尤其是对于生物医学的研究。

cost,而是STTR给学校的subaward. 就算是NSF regular grant，学校也不是一次性扣除
indirect cost, 而是用多少扣多少，因为实际使用钱和预算肯定有出入， 怎么会按照
预算来扣indirect cost？即使你们学校内部系统只显示你的grant的direct cost,也不
表示indirect cost 已经被扣掉了。
至于用国内的工作申请NSF， FBI抓住了他邮件里的内容，说什么”工作都已经做完了
，SBIR是free money"之类的。用多少preliminary results确实很难界定，但这么写在
email里就成证据了。。。

fees， 或者travel， 3年截至。
一笔federal funding, 数量B， 1年截至。
是不是最好用startup资助学生, 而用federal funding尽量多买仪器给startup 省钱?
这样federal funding用来买仪器不用交indirect cost （如果资助学生或其它就需要
indirect cost). 而如果用startup 资助学生也不需要交indirect cost.
我这个策略没错吧？

作为工科，无论是私校和公校，系里当然希望你能弄到更多的funding，但是同时也能
给你提供更好的startup funding，同时更少的teaching load。而且学校对Tuition的
减免也非常generous。我给我专业的两个例子。
第一个例子是一个工程院ranking非常高的公立学校，养一个学生算上indirected
charge，要68k。系里startup package只给了2RA两年。尽管这个系对faculty的
funding要求不算太高（不想生物工程之类的那么烧钱），系里仍然希望一个学生读五
年PhD，advisor能support所有暑假+3学年的RA。此外，Teaching是1+2。
另一个例子是一个工程院排名低一些的某私立学校来对比，养一个学生算上indirected
charge大概100k（但这并不是最终的数字，请参考最后一段）。系里startup给了一个
看起来差不多的startup package。但系里可以cover每个PhD四学年和两个暑假的学费
和Stipend（极端情况下可以五个学年）。所以advisor只... 阅读全帖 |

被砍到和欧洲接轨的fix 10-20%， 而不是现在的50%-100%，大部分非顶尖医学院都无
法支撑科研，最终变成纯教学医学院，只有最好的那几个可能生存下去（比医学院更危
险的是独立研究机构，就是在现在这个indirect rate水平， Scripps这么顶尖的地方
都有点撑不下去了）。所以我知道很多在医学院做的好的，但对indirect cost能维持
这么高没有信心的教授很多都跳到大学去了。

先从Mass Save开始。他们提供很多rebate program，今年最高的$3500 for heating
system。拿起电话申请。一桶跟机器说话后，终于能跟人说上几句，不料这位业务不精
，不清楚怎么办理就给我转了7-8个电话，最后总算找到了明白人给我预约了一个
evaluation。看在3k的份上，耐心点吧。预约的那天inspector来检查确认符合rebate
的要求，就给了个申请表格，同时打印出检查报告。拿到这个申请表是个关键。
拿到表格了，该找contractor了。找Google（没使用angies），从黄页上随便找3个带
星比较多的打电话估价。三家都是老美分别给了8000-13000不等，各家都有某种固定品
牌的锅炉。难道也有什么commission之类的，不清楚。总之每个contractor都说自己的
Brand是全美最好的。顺便说明一下，这个价格都是high efficiency boiler带有

大多数公司采用indirect method，只不过是图个简单。
