The Houston Chronicle reports (6/14/2013), that 13 inmates in Texas prisons
have died of heat related illness since 2007, with heat indexes in some
prison cells reaching 137 degrees. There are policies in place to restrict
activity during the hottest part of the day , but no air conditioning except
in visitor, and medical and of course administrative offices. Question: is
this cruel and unusual punishment and should these cell blocks be cooled to
some degree. |
