的处理方式是一样的，中国这件事上没有任何错误。
举个简单的例子，你老爸要把房子转让给你（不能赠予），多少钱合适呢？当然是市价
，然后按交易价格一定比例交税，严格一点说，“房屋转让应以市场价转让，按交易金
额一定比例交税”。你爸以低于市价20%卖给你了，税务局一看，可能就算了，但你爸
以低于市价80%卖给你了，税务局是傻子么？你能justifity这事市场价么？你和你爸之
间的交易违反任何法律么？当然没有。你一口咬定你俩的交易价格就是市场价，税务局
能同意么？税务局抓你偷税，你不服么？总结一下，到底转让价格多少算避税，多少算
偷税呢？结果难道不就是，抓到你了，你就是偷税，没抓到你，就算你避税了。
希捷的案子就这么回事儿，它几个子公司之间一算，我在中国不赚钱啊，为啥要交税，
当中国傻子么？这是“转让定价”的典型案例。中国美国各国都一样，这种案子多的是
，没必要给希捷洗地。google前一段被罚了好几个B都是这种事儿。 |

算数学界是个响当当的人物。他1943年生于湖南长沙，1966年本科毕业于湖南大学。
1981年出国留学前在湖南计算技术研究所工作。早在70年代，他就独立于国外学者，用
几何方法构造了20节点高精度单元，在国内最早实现三维有限元计算，为国内15座大型
水电站和煤矿的设计建造计算了弹塑性结构应力，为国家节省数千万元。相关成果曾获
得1978年全国科学大会奖。考虑到当时用的都是速度极低，容量很小的国产计算机，他

最直接的影响是，奥巴马借了一大堆0利率的债。现在马上都要相续到期，加息加太高
，这些债怎么还？

由于联储放水，奥巴马虽然把公债从他上台时的$5,803 billion变成了$14,168
billion，但是他每年付的利息竟然没有一年超过$5,803 billion时的08年！因为放水
，他只享受了低利率挥霍的爽快，完全没有体会到借债还利息的痛苦。
但是Trump上任后，联储加息，利息开始飙升。
因为政府债券里面2年债占了相当的比重，因此这个效应在2018年开始显现（2016年的
低利率债到期），之后会加甚。这就是为何2018年赤字创新高的原因之一（当然各种
entitlement program的挥霍，滥用高价药，医院的暴利，Obamacare导致的医疗服务滥
用等，都是问题），减税的影响实际只是因素之一。
所以奥巴马是美国史上最坏的总统，自己挥霍无度（尤其是2012年之后的挥霍，是完全
