乡各级政府折留（也就是被各级官僚贪污挪用）。村民为了拿到应该属于自己的钱，跟
地方政府抗争。钱云会作为村民的代表，出头最多，多次被非法拘禁。县乡政府甚至非
法操作，阻挠村民选举钱云会为村长，但他得到村民的支持和拥戴。
问题是那笔巨款被贪污挪用，如果清查起来，县乡主要官僚就会暴光，他们可能不想还
，也可能还不起。现在新的选举在即，钱云会还会被选上，他一身正气，不屈服于打压
和威胁，问题只会越来越大。最后的结果就是几个贪污挪用巨款的官僚联合起来，有预
