大提出引渡请求，将是漫长的引渡聆讯阶段。加拿大国会议员日前发出公开信，坚称“
不能把孟晚舟交给美国人！”
据温哥华加西周末报道，此次发声的是加拿大新民主党国会议员戴伟思（Don
Davies）。他在公开信中指出，“加拿大决不能让特朗普操纵我们的国家，我们必须坚
定地支持法治和我们的主权。”
戴伟思认为，“加拿大政府当初应美国请求拘捕孟晚舟，然而美国总统特朗普却在
12月11日发表的言论中称可以将孟晚舟作为与中国谈判的筹码。”，戴伟思由此判断，
“孟晚舟被捕是出于政治动机。”
戴伟思依据《引渡法》分析，由于法案规定，对于任何不公正的、带有压迫性的引
渡要求，或者引渡的根本原因是出于国籍或政治角色，加拿大都应该拒绝引渡。很显然
，孟晚舟案完全符合拒绝引渡请求的条件。

根据法庭文件，中国籍男子张晓东(Zhang Xiao Dong，也称Mark Zhang，姓名皆为音译
)是Genabolix USA, Inc.公司和上海永颐生物科技有限公司(Yongyi Biotechnology Co
., Ltd.)的销售经理；张晓东和另外两名被告高美芳(Gao Mei Fang)、胡长春(Hu
Chang Chun)与一名政府内部人员合作，将公司所销售的含有DMAA这种人工合成兴奋剂
成分的膳食补充剂包装上贴上误导性标签，或使用其他手段，向零售商隐瞒这些营养品
的真实成分。
根据认罪书，张晓东和高美芳承认，他们知道美国主流营养补给供应商如果知道他们的
产品内包括DMAA，肯定会拒绝从他们手中购买产品；高美芳还表示，他们向联邦食品暨
药品管理局(FDA)申请进口至美国的含有此人工合成兴奋剂的产品说明中造假。

当地时间1月7日，加拿大总理特鲁多主动致电美国总统特朗普，二人首次公开讨论了华
为公司首席财务官孟晚舟被引渡一事，让该事件再次成为全球焦点。
特鲁多催促美方尽快将孟晚舟的引渡申请交给法院，并感谢美国发表声明支持加拿大要
求释放在中国被拘留的两名加拿大公民。
不过加拿大《多伦多星报》指出，到目前为止，特朗普本人未发表过任何呼吁释放加拿
大公民的声明。只有美国务卿蓬佩奥对此表达过关切。
加拿大媒体此前报道，去年12月“孟晚舟获释”的听证会上，庭审法官宣布，若在1月8
日还未收到美方引渡请求，孟晚舟必须被释放。这一消息让很多人误以为最后期限已至
。但实际上最后期限尚未到来。

当地时间1月14日在渥太华宣布对内阁进行小幅改组。
中国新闻社报道，大卫·拉梅蒂（David Lametti）出任加拿大联邦司法部长。他曾是
麦吉尔大学法学院教授、副院长。出任司法部长之前，他担任加拿大创新、科技和经济
发展部部长驻议会秘书。
原先担任国库委员会主席兼数字政府部部长的斯科特·布里森（Scott Brison）日前宣
布辞职，并表示不会在今年大选中寻求连任。这触发了特鲁多内阁的此次调整。
原担任原住民服务部部长的费普真（Jane Philpott）此次接任国库委员会主席兼数字
政府部部长之职。原任司法部长的王州迪（Jody Wilson-Raybould）则转任退伍军人事
务部部长兼国防部副部长。
同时，特鲁多内阁新设农村经济发展部部长之职，主管农村发展战略制定、刺激乡村经
济增长。

华裔商人苏斌2014年7月遭加拿大警方拘捕，被控窃取美国战机资料等间谍罪。经过一
年多的缠讼，他在2016年2月才引渡至美国。

已突破1.6万亿美元，虽然过去几年学生债的快速增长势头已经放缓，但个人借款余额
基本上不会下降，因为几乎没有人在偿还他们的贷款。
这项研究表明，很多因素限制了借款人减轻负担。
穆迪表示，自“大衰退”后学生债务激增以来，年还款率或现有余额下降幅度只有
3%。在2010至2012年间贷款的借款人只有51%在偿还债务方面取得了任何进展。
债务水平没有下降有多种原因。 其中之一是很多借款人正在利用基于借款人收入
的还款计划，还有一些人选择了更长时间的还款选择。
与此同时，美国学生债的违约率高达11%，是所有贷款类别中最高的。学生债也是

That is correct in theory, however I'm not sure that we'll be able to meet
that deadline in practice. For instance, I believe the Prevailing Wage
Request requires a minimum 30-day review at the US Department of Labor. I am
checking for clarification from PIO and will let Jody know as soon as I get
their advisory opinion on our options.
