rich in jade and other natural resources, and during the truce period, the
Burmese army encroached on many areas once controlled by the KIA, bringing
in tycoons from mainland Burma and China to remove the jade and other

而且西部也不是那么不堪，人家接盘也是接中端的产业。最近成渝地区成为全球最大的
笔电生产基地；西安引进三星300亿美元闪存项目……中国的人口红利基本已经利用到
极致，加上年轻人学历越来越高，对工资生活水平的要求也越来越高。可以想见中国基
本日用品的生产会逐渐减少，把附近的缅甸利用起来是很好的出路。 |

缅甸有130多个民族，几十个民地武装。主体缅族68%对应军政府，力图在2015年大选前
能够促成全国范围的停火。民地武装在各个自治邦里。比较大的依次是东北部的掸族(
Shan)，东部的克伦族(Karen)和北部的克钦族(Kachin)。大家经常说的果敢(Kokang)和
佤(Wa)其实只是掸邦里的几个特区。果敢是汉人。佤族非常汉化，日常都说汉语，占北
佤和南佤两地。
果敢的武装，果敢同盟军也就几千，比其他族的上万武装相比，其实很少。比较大的是
佤族武装，也很能打仗，经常打败人口更多的掸族武装。掸邦就是金三角所在地。大毒
枭都是这三股武装出身。也是缅共解体后的产物。佤族的鲍有祥很有领导才能，带头禁
种鸦片，改换农作物。果敢的彭家声却还是封建土司的水平，家族掌控黄赌毒。这两股
都和缅甸军政府达成停火，接受改编成缅甸边防军，但面对其他更大的民地武装，还是
希望保持对武装的控制权。

上发生严重冲突，并爆发了持续长达数十年的武装冲突。
简介
自1948年独立以来，民族问题长期困扰缅甸发展。彬龙（Panglong，也称为班弄）是缅
甸北部掸邦境内一个小镇。彬龙协议（thePanglongAgreement）由掸、克钦以
及钦族领导人同缅甸总督执行委员会的代表于1947年2月12日签署于彬龙地区。协议签
署的目的是，联合缅甸本部以及掸联邦、克钦邦、钦邦等少数民族地区，从英国殖民者
手中争取独立，同意建立统一的缅甸联邦[1]。
被称为缅甸国父的昂山将军在1947年7月19日被暗杀。而《彬龙协议》的原则在1947年9
