（华盛顿综合电）“维基泄密”泄露出来的机密文件显示，被朝鲜长期以来视为是保护
者的中国，越来越怀疑自己对朝鲜的影响力，并且在朝鲜政权如果倒台后将会支持朝韩
统一。
“维基泄密”（WikiLeaks）网站取得的一份备忘录显示，中国驻哈萨克斯坦大使
程国平去年在一场奢华的晚宴中揭露，北京认为朝鲜的核项目“非常麻烦”。他说，中
国希望朝鲜半岛长远而言可以实现和平统一，但是他本身认为朝鲜和韩国这两个国家在
短期内会继续分离。
这番话取自美国驻哈萨克斯坦大使霍格兰德的秘密电报，并已刊登在英国《卫报》
上。
另一则刊登在《纽约时报》的电报内容，则指一名名字被删除的中国官员说，在朝
鲜展开第二次核试验和发射一枚导弹之后，北京认为朝鲜“太过分”。
该名中国官员告诉美国一名外交官，中国官员已经向朝鲜官员表达中方的不满，并

美国官员对中国当局以“煽动颠覆国家罪”判处维权人士刘贤斌10年监禁一事提出批评
，并敦促中国当局立即释放刘贤斌。
法新社援引不具名的美国官员说，迫害和平表达政治观点的个人的作法，与国际社会所
认同的人权标准，包括中国签署的《公民权利和政治权利国际公约》的内容不符。
这位美国官员还表示，美国呼吁中国政府立即释放刘贤斌，并尊重所有中国公民和平表
达言论的自由。

为让经验丰富的前领导人留在内阁，辅佐新任政府，李光耀在1990年卸下总理职务
时，受委留任内阁资政一职至今。
如此安排，在全球相当少见，昨天在论坛上，一名就读李光耀公共政策学院、来自
哈萨克斯坦（Kazakhstan）的学生就问李显龙总理是否会考虑将这个职位制度化，成为
永久性的安排。
对此，总理说：“内阁资政只有一个。你可以给他不同的称号，但他就是李光耀。
他是独一无二的。他所扮演的角色，以及他对国家作出的贡献也都是独一无二的。”
虽然李资政并不参与管理政府，但总理认为，李资政的地位、联系网络和言论的分

*为估计值，第一个IQ是2002年数据，第二个IQ是2006年修订数据，中国2006年人均IQ达
到105，排名世界第五，美国的人均IQ为98，名列第33位，俄罗斯为97，名列第36位，而
印度目前只有82。IQ最高的国家是新加坡，平均108 。
从表中可见，排名前30位的国家和地区，除了加拿大、澳大利亚和新西兰自外，都
位于欧洲和东亚，而东亚国家和地区则占据了前10名之中的8个。在名次靠前的国家中，
既有非常发达的国家，也有像中国、朝鲜、蒙古这样经济和社会发展比较落后的国家，
可见人均IQ跟一个国家的经济社会发展水平并没有必然联系。

“藩属”包括“藩部”和“属国”两部分。
藩部是中国的一部分，其疆域包括在中国的版图之内，其行政系统归中央政府管辖，其
内部事务纯属中国内政：
01.黑龙江布特哈八旗（即黑龙江打牲部落，包括达斡尔族、鄂温克族、鄂伦春族、锡
伯族，今黑龙江中上游流域以及嫩江流域地区）
02.内蒙古（东为漠南蒙古，西为河套厄鲁特蒙古）
03.外蒙古（大部为漠北蒙古，西北为唐努乌梁海，西为科布多）
04.青海（北为青海蒙古，南为玉树等四十土司）
05.西藏（喀木、前藏、后藏、阿里）
06.新疆（北为漠西厄鲁特蒙古，南为回部）
属国的领土不在中国的版图之内，它有自己独立的行政系统和政治制度，它们同中国保
持着一种从属的关系。根据《大清会典》所列属国表，鸦片战争前清代中国的属国有19
个（实为21个）：
01.朝鲜：今南、北朝鲜。
02.琉球：今琉球群岛。
03.安南：今越南以及老挝一部
04.南掌：今老挝北部。
05.暹罗：今泰国以及老挝一部、柬埔寨一部、缅甸一部、马来西亚一部。
06.缅甸：今缅甸以及印度阿萨姆邦。
