Yet, the change should be stimulated by some external factors, such as the
Return of the Oversea Students or Other ID Holders. But if 90% percent of the
oversea student won't go back to serve our country, the evolution will be
delayed by many unpredicted factors. We might all kknow that. However, we

we kknow that time() returns the seconds passed since 1970 UTC time. Can we
get the millisecond precision?
is there any specific function to do this?
