外交部今天下午发布新闻稿，宣布已确认马拉维（Malawi）、喀麦隆（Cameroon）、
吉尔吉斯（Kyrgyzstan）3国，列入持中华民国护照可以落地签证前往的国家。
台湾民众前往马拉维，需备妥效期6个月以上护照、2张护照用照片、回程机票、订房纪
录、财力证明等文件（商务考察者须另备邀请函），抵达机场时申请单次入境落地签证
，缴交签证费75美元，凭签证最长可停留30天，必要时可向移民局申请延长停留期限。
若赴喀麦隆短期观光或商务考察，行前应备妥相关文件影本，委托当地友人、关系人或
旅行社，向喀麦隆“国家安全总署边境警察局”申请“落地签证函”，持凭登机并于抵
达喀国机场时，缴交签证费5万西非法郎（约100美元，单次或多次进出金额相同）取得
签证。

到了1975-1980年，中国排名跃升到了86位。
也就是说，毛时代将中国人均预期寿命的排名，整整往前拱了43位。
而到了2005-2010年呢，中国排名却又落后到了96位。
也就是说，改革开放时期，中国排名不但没有继续进步，反而大踏步后退了10名。

从解放军的外语看中国的战略

2011年11月号刊登韓德森（Scott J. Henderson）的文章说，美国和西方对中国的观察
，通常基于政府政策的演变、外交关系、实力重组等因素，但还有另一个有用的参照物
，那就是军队的外语培训。
早在1949年，中国人民解放军就在洛阳建立了外语学院，作为培养国防语言人才的摇篮
。现在洛阳“解放军外语大学”已经培养了5万多名毕业生，担负起军事翻译、军事外
交、国际反恐、联合国维和行动等各项工作。从该校的课程设置可知，这是一所培训(
能破解密碼的)多种语言人才的军事情报学府。
解放军外语大学出版自己的《外语杂志》。1978年至1987年，以英文、俄文、日文、韩
