4个月前刚办的车保，一年保。当时LD驾龄5年多，我不到一年。
结果几天前收到保险公司通知，说保费涨了几百。
打电话去问Agent，Agent说保险公司故意的，开始给我们低价，等到我LD驾龄到6年了
，就说我们状态变了，要更新，然后保险公司重新评估，说我驾龄短，所以保费反而涨
了。
我们觉得这很过分，于是查了一下其他公司，发现给的价比之前还要便宜，于是决定
cancel掉换一家。然后那个Agent又说我们可以cancel，但是由于合同没到期，所以要
交4.5％年保费的违约金。我们觉得匪夷所思，难道你更新我们合同我们都没选择权吗？
于是我查了一下我们州政府的法律，发现如下一条：

保险公司说，如果不想有lapse，可以取消掉除了comprehensive以外的所有coverage。
这样取消掉的部分，可以退还给我，但是我需要把牌照交还给州里；或者他们只退还给
我取消掉部分的70%，但是不需要交还牌照。
好麻烦的样子。我半年的保费330左右，三个月就是160多，也是一笔钱啊。

我原来买的车保是到7月9号过期，但是由于我疏忽大意，到了7月22号（就是昨天）才
在Progressive家买了保险。昨天付了半年的钱以后，progressive给我发来个邮件，
说让我把我之前那家保险公司给我的保险卡寄过去，用来证明我从一月22号到7月22号
是有保险cover的，不然我的premium rate might increase. 所以我现在的问题就是我
是不是一定得把我过期了的保险卡寄给progressive 呢？ 如果寄过去他们就能知道我
有13天的 lapse! 这样好像就属于high risk drive了。我很不厚道的想过，如果不寄
