共和党就得不到墨西哥人的支持，政治前途也就结束了。所以共和党必须通过CIR，以
此来争取墨西哥人的选票。
这个观点初看有些道理，但若仔细推敲又有一些问题。
首先，政治是两党博弈，一个法案只有带给自己的利益多于竞争对手，才叫真正有利。
特赦了非法移民，给共和党带来利益多过民主党吗？稍加分析就知道不对。跟民主党不
同，共和党的基本主张是不利于低收入人群的，比如福利。人永远给符合自己利益的政
党投票。合法化之后的非移，大部分仍属于低收入人群，虽然共和党对通过CIR有帮助
，但涉及福利这种关键问题，他们还是会用脚投票给民主党。这个问题不难理解。昨天
还看到新闻，一个共和党议员说，今天奥巴马能选上总统，一个重要因素是里根特赦的
非法移民。这些非议合法化之后，到了今天，平均每个人带来了5个合法移民，能投票
的。这些人现在基本都投了奥巴马的票，如果不是这些人，奥巴马今天是选不上总统的
。这个说法细节也许值得商榷，但基本意思没有太大错误。共和党不傻，对这个事实当

1) Legalisation of undocumented.
2) Addition of 10000 Visas.

said. “I would very much like to see it in the bill. But we have to have a
bill that has support” in order to even debate whether to include the
amendment
松口了啊，这话我听着是投不投赞成都有可能啊，虽然他表态不想投。
所以还是要等到Mark Up这项那天才能知道，反正也就是下周呗。
只要mark up不进去，这Bill在Senate就安全了，看House怎么反应了。要是Mark up进
去了，House也就不用反应了，反正最后会挂，估计House那边也等结果呢。

为他政治目的性很强，你可以不认同他的解释，但我的观点是comey没你想象的那样带
有很强政治目的，我只是觉得这种事情太棘手太敏感，处理确实不很妥，但怎么处理都
会有人很不满。你把宣布这个词扣在人家头上有点不妥，人家只是寄信给the chair
and ranking [members] of the oversight committees，结果被republican参议员“
宣布”了，又被媒体大幅度报道了。fbi加班加点也算把这些email在大选前看完了。这
事更多应该怪Huma Abedin 她老公，关键时候惹事情。
comey在职场这么多年了，到底是不是很好玩政治参与党派斗争，都是可以看看他过往
的人生。只能是2016烂事太多。comey弄得“里外”不是人。我更倾向于认为comey挺倒
霉的，遇到这么些烂事。
