报复的就是当时和美国作对收留雪登的俄国和中国，当然还有给阿桑奇提供政避的厄瓜

2，对于一些盟友则是警告。比如卡梅伦。卡几次都不听奥巴马的招呼，O8最近在The
atlantics的采访中还公开批评卡梅。从亚投行英帝的背叛，到几次战争的不配合等等
，美国早就想用有效的手段警告盟友了。
