这事得从《联合国海洋法公约》说起。联合国海洋公约，United Nations Convention
on the Law of the Sea， 从1958年开始谈判，到1982年谈判完成，前后折腾了25年时
间。谈判完成后，正式批准生效遵守的国家有60个，中国于1996年批准承认并遵守这一
破公约。目前这个公约有到目前有152个国家缔约，但很多与海洋无关，只是签约赚便
宜而已。
美国在张罗忽悠各国签署加入这一公约后，自己却以国会不批准为由，决绝履行这一公
约。原因是美国引用其总统杜鲁门在1945年第二次世界大战结束时宣布的美国领海基线
为大陆架的原则不变。至于这大陆架到底延伸到距离海岸多远的地方，美国从来不说。

将都是可以被转化皈依为邓轮的，关键是看邓轮怎么同化他们。
先说毛轮。同化毛轮的关键在于强调邓产党对毛产党的继承，强调邓产党的正统性（
Legitimation）。毛轮解不开的心结是认为邓产党背叛了毛产党，而我们则要强调，邓
产党是对毛产党的合法继承，以及发扬光大。
同时，也要指出，正统性并非完全来自于暴力和继承，而更来源于人民的拥戴和外交上
的承认。毛产党由于常年经营不善，已经使得国家接近崩溃和解体，正统性在林彪背叛
后，基本已经接近0，所以是邓产党后续的挽救，使得王朝的正统性重新回到正常值。
毛产党攻击邓产党的另一个利器是邓产党的一些政策。但是为了同化毛轮，必须反过来
指出：毛产党时代的政策更加荒谬和残忍（比如3000万、按人口比例杀人、迫害知识分
子）。
再说老将。
老将的心结在于反共，无论毛邓，在于呼吁民主。首先要对他们指出，邓产党不是不民

thing. If I were the retired father-in-law, I would immediately relocate
back to Beijing so as to claim legitimate occupancy of the apartment (and
then wait for a potentially more favorable solution in the future), but I
