外国人及台湾同胞进入西藏，都需要办理旅藏确认函，就是常说的入藏函，台胞称呼入
藏纸，英文名称：Tibet Travel Permit。
外国人旅藏的有关规定
根据国家旅游局规定，外国旅游者、台湾游客和海外华人(香港、澳门居民持中国特区
护照或回乡证者除外)在藏期间不允许自行旅游，不论客人人数多少，必须有组织、有
计划地组团旅游。入藏函是指非中国公民、非中国护照持有者、非中国公民身份证持有
者，进入藏区需要办理进藏签证。
哪些人需要办理“入藏旅游批准函”？
1、非中国公民身份证持有者－中国台湾的游客；
2、非中国护照持有者－外籍护照持有者。
注：海外华人若无中国护照也需办理“入藏旅游批准函”。
注：现已取消港澳地区人员进藏旅游必须提供“入藏旅游批准函”的规定。港澳游客持

3∙14骚乱与1992年的洛杉矶骚乱有相似之处，这对中国和世界都是一个警示。挑
起这些事件的人都使用了争人权、反歧视、争取自由和正义等理由，然而广泛的抢劫、
纵火、打砸、伤害生命却是事实的真相。在洛杉矶，白人、朝鲜裔、黑人的店铺被洗窃
、砸烂、烧毁，53人丧失生命，许多人受伤。在拉萨，20座建筑被烧毁，908家店铺、
120间房屋、7所学校、5家医院被砸烂，银行被抢，许多车辆被烧，18平民被杀害或烧
死，400多人被打伤。洛杉矶和拉萨的骚乱者做了同样的事：他们从店铺里拿走所有他
们能搬动的东西，殴打或者干脆杀掉妨碍他们行径的人，烧掉所有他们拿不走的东西。
两地骚乱者的行为都具有仇富特征，表现出渴望通过剥夺他人一夜暴富，以及毁灭一切
他们无法占有的东西的疯狂。在这种情形下，中美两国政府应对国内暴力骚乱的选择基
本相同。这说明仇富情结是社会心理现象，存在于所有种族、民族文化群落、国家和社

拉萨给人的第一印象是小。从我住的北京东路到布达拉宫，一下子
就走到了。比起在学校里从北门走到南门要轻松多了。北京东路一带的建筑
都较矮小，以两层楼或一层楼为主，而且有很多旅店，餐厅，发廊，服装店。
很多旅游者都住在这一带。我来西藏的途中认识了两位温州人，他们就在北
京东路开了好几家发廊和服装店。他们对我很热情，让我住在他们家，这样
我就省了一笔住宿费。来LHASA的第二天，在街上走着走着就遇见了Vero和
Alin，免不了一阵惊喜。后来在LHASA又碰到了一起从格尔木坐车来的几位
广东人，相对一笑，世界好小。经过这次，我敢打赌，如果你和某人一起坐
车到LHASA，下车后就此Bye-Bye,超过 95% 的可能性你在LHASA的街头会再
碰见他(她)。
LHASA号称‘日光城’，一天日照的时间超过14个小时。夏天时，早

spent many days in Tibet. It was eye opening.
I did not see one Chinese flag in Chengdu, but flags and propaganda
billboards were everywhere in Tibet. Lhasa has been subsumed by a modern
Chinese city. There are hundreds of apartment blocks existent and under
construction. The infrastructure is impressive. Expressways and paved roads,

riot. Who they interviewed? A guy from Tibetan Youth Congress, saying that
