于欲境界忽起寻求。名为欲觉。
This is the ideal high standard towards liberation - no sexual desire. The 5 precepts is the minimum standard (for good rebirth).
Men can't get aroused, let alone have vaginal intercourse, w/o sexual desire. Since sex is allowed by the precept, it doesn't mean having sexual desire is against the precept; it's just an obstacle to liberation.
