川普刚上台一个星期，就以超出大家预料的速度搞出了多起乱子。其中1月
27号的禁止7个穆斯林国家公民入境事件引起的反应最为强烈。
事情经过并不复杂。1月27日川普突然发布总统令，以“反恐”为名义，禁
止伊朗，伊拉克，叙利亚，利比亚，也门，索马里和苏丹七个穆斯林国家公民进
入美国90天。不但已经发放的美国签证一律作废，哪怕已经持有美国绿卡者也不
能豁免。尤其令人气愤的是，上百名在川普发布命令前已经登上飞机，但在命令
生效后才到达美国机场的7国公民在海关被拘留起来等待遣返。甚至连5岁的孩子
也被戴上手铐。
消息传开后，大批义愤填膺的美国普通民众自发前往机场进行示威声援。以
美国公民自由联盟为代表的民间维权组织也立即开展法律行动。在强大的舆论反
弹下，川普一方不得不有所后退。目前美国国土安全部已经允许绿卡持有者入境。
同时最新的进展是，针对华盛顿州提出的反对总统令的诉讼请求，联邦地区法院

I have been watching this thread for a long time, and have been
participating in spreading pro-H4EAD messages in/out-side my company (my
spouse is on H4). We should totally keep the pressure up on legislators and
bureaucrats. That said, I think there are a few reasons why USCIS has kept
this rule on hold (not saying that is fair):

最挤的地方。而且车次不时还需要变动。
每列车载客可能在1200-1500左右，如果同时有五倍的人员在订票，哪怕给每个人从下
单到出票平均只加锁几分钟，就算计算机系统没有任何瓶颈，大部分时间所有的票也都
是被锁住的。跟手机在9/11的logjam类似。春运期间热门车次可能都不止五倍的人员想
订票。这种业务模式很变态。想买票的人可能总等不到票，黄牛党可能把票锁住也不买
，造成最后剩票可能还得通过黄牛党买。
改变这种业务模式得改变一下提前同时放票的模式。比如提前几个月可以申请排号，号
满了还可以排在waiting list，如果前面的有人撤消了后面的队列自动前进。最后出票
直接按号出票。每个人还可以加几个候选车次，前面的车次搞定了后面其他的车次自动
