美国和其它西方国家一样，存在严重的护士短缺问题。近年来美国准许医院从印度、中
国、菲律宾等国家，聘请护士来美国工作。
但在白宫5日召开的医疗改革会议上，欧巴马对医疗专家和国会议员表示，「我们应该
进口护士的说法毫无意义」，可行的最佳途径是在美国国内培养美国人当护士。
欧巴马指出：「有很多人会乐意投入这个帮助人的职业，但我们没有使这些人获训练，
我们应解决这个问题。这对两党来说是理所当然该做的事，以确保我们有最好的护士。
」
国会众议员凯波斯（Lois Capps，民主党，加州）在会上说：「我们现在短缺大量护士
。据估计，在未来7年内美国至少短缺50万名护士。」而且护士学校缺乏教师，难以训
练更多护士。
但欧巴马回应说：「一些人提出移民问题的辩论，却没有注意到我们可以就在美国国内
训练护士。护士提供非凡的照护，但报酬却不高，工作条件也不够好，护士教师的报酬
比在职护士更糟，所以护士难以转入教学，否则就损失金钱。」

in turn is part of I/O psychology. LEA publishs an "International Journal of
Aviation Psychology" http://www.leaonline.com/loi/ijap , dealing with "the

2012年的全国两会上，我作为记者见到了政协委员周幼马。和他父亲马海德一样，他也
有一双标志性的浓眉，在人群里很容易辨认出来。
对于我的采访请求，周幼马显得有些吃惊：“我父亲和我的故事，现在很少有人关心了
。”我说，正因为少为人知，才更有重新讲述的必要。
生于1943年的周幼马是在延安窑洞里出生的第一个外国人。1936年，经宋庆龄的推荐，
他的父亲、美国医生马海德(Dr. George Hatem)和美国记者斯诺(Edgar Snow)一起前往
红军的临时驻地保安，见到了毛泽东和周恩来。后来，斯诺写了著名的《西行漫记 》(
Red Star Over China)，而马海德则留了下来，先后担任了八路军总卫生部顾问和毛泽
东的保健医生，之后又成为第一个加入中华人民共和国国籍和中国共产党的外国人，也
是唯一参加过红军、八路军、解放军的外国人。
1949年中共建政后，马海德长期在基层从事消灭麻风病和性病的工作。1978年，他成为

Lois McMaster Bujold就是其中之一。她作品中的句子可以很长，
充斥着各种辅助修饰元素，形容，限制，转折，类比，等等，其中
许多是你通常想不到的，而这一切产生的效果往往是带有讽刺的黑
色幽默。在她的这部作品中，此类长句层出不穷，与故事本身的精
彩程度不相上下。
一名老兵，呃，或许不算太老，经历了种种磨难，最后回到了他最
初效力的家族。他的经历虽然让他的体质虚弱，却给了他智慧上的
提炼，因此，他的旧主人赋予了他一项责任重大的任务--查里昂王
国国王同父异母的妹妹正需要一位私人秘书兼导师。这一任务果然

保羅在六14所說的話，具有革命性的含意。如果因為「你們不在律法之下，乃在恩
典之下」，「罪」就「必不能作你們的主」；那麼「在律法之下」就是受罪的轄制，而
「在恩典之下」，就不僅是從罪的領域中得釋放，也是脫離律法的統治了。對保羅而言
，在「恩典之下」是隨從聖靈而活；「在律法之下」則是「順從肉體活著」（八5、13
）152。
保羅不認為律法有錯──當然，因為它是神的律法。它禁止罪行，說明義行；以色
列中屬神的人都知道，律法可以防範罪。有位詩人曾說：「愛稱律法的人有大平安，什
麼都不能使他們絆腳」（詩一一九165）；另一位說：「耶和華的律法全備，能甦醒人
心」（詩十九7）。
可是保羅的說法不同，他是根據自己的經驗而言。神的律法本身不僅宣告了神的旨
意，也表明了祂的性情，「是聖潔、公義、良善的」（七12）。但律法所運行的對象─
─人的肉體──有問題（八3）；人以為宗教就是遵行律法，只要盡力履行律法的要求
，「按規矩來」，就可以蒙神悅納。
