发帖数: 5892 | 1 近一段时期，加拿大北极地区的安全利益问题在地理条件变化等因素的推动下重新浮现在公众面前，并且其未来走向依然无法预知。国际社会对日益紧缺的资源的争夺早已开始在北极地区上演，加拿大北极安全问题专家罗布休伯特（Rob Huebert）就曾说过：“全球气候变化、资源价格上涨、国际政治斗争以及不断取得的技术进步使北极地区的开发难度降低，因而也使其更加富有吸引力。”据《北极气候影响评估报告》（Arctic Climate Impact Assessment）预测，气候变化将会导致北极地区温度上升，北极海冰数量在每年夏季末期也会有所降低。这些条件促使北极日益成为国际活动的开放地区，被巨大经济利益前景所吸引的各种外部势力也越来越多地参与北极事务。因此，加拿大保卫北方地区国家主权和安全的能力将受到更加严峻的考验。资源竞争、季节性航道以及移民问题都增加了北方地区爆发冲突的可能性，此外加拿大与其环北极圈邻国悬而未决的边界争端因北极问题的国际化而更加复杂，而且这还有可能对北方地区的人口结构产生巨大影响。

近日有自媒体消息称，中国计划为南海岛礁建造20座海上核电站，在强化对南海地区的实际控制时，全力打通欧亚大陆和北极之间的北方海上航道。南海“仲裁”案公布
裁决结果、中国严正表明在南海问题上的政策立场之际，这则消息的确振奋人心，但语焉不详、内容失真，可以说是一条“标题党”新闻。
记者了解，中国核电界、船舶界确实正在携手推进海上核动力平台建造，中国最大的造修船集团之一中船重工也的确有先后批量建造近20座海洋核动力平台的计划，但根据中船重工719所副总工程师朱涵超此前的公开表态，这近20座海洋核动力平台针对的是“满足渤海油田的能源需求”，而非自媒体标题党所称的“中国为南海岛礁建造20座海上核电站”。

英国《泰晤士报高等教育副刊》10日发布2011年世界大学学术声誉排行榜，美国哈佛大
学位列榜首，中国清华大学和北京大学跻身百强，分列第三十五和第四十三位。
美国大学在排行榜上独占鳌头，夺得前10名中的7席，并有45所大学进入百强。英
国是第二大赢家，剑桥大学和牛津大学名列十强，总共12所英国大学进入百强。日本大
学的表现也很抢眼，5所大学跻身百强，其中东京大学名列第八。
首次发布的世界大学学术声誉排行榜是《泰晤士报高等教育副刊》世界大学排行榜
的“子榜”，是根据各大学在教学和科研领域的表现确定的。而一年一度的《泰晤士报
高等教育副刊》世界大学排行榜的评定指标多达13个，除教学和科研之外，还包括论文
引用情况、科研成果转化收入以及国际化程度等。
