到105，排名世界第五，美国的人均IQ为98，名列第33位，俄罗斯为97，名列第36位，而
印度目前只有82。IQ最高的国家是新加坡，平均108 。
从表中可见，排名前30位的国家和地区，除了加拿大、澳大利亚和新西兰自外，都
位于欧洲和东亚，而东亚国家和地区则占据了前10名之中的8个。在名次靠前的国家中，
既有非常发达的国家，也有像中国、朝鲜、蒙古这样经济和社会发展比较落后的国家，
可见人均IQ跟一个国家的经济社会发展水平并没有必然联系。

结果 在外交部长胡志强任内支付了一亿四千五百万美元，而陈水扁担任总统后付了最
后的五百万美金，邦交维持不过两年(1999年-2001年)。
中华民国与马其顿共和国建交案（简称马其顿建交案），是指1999年中华民国欲与马其
顿共和国建立外交关系的金援外交事件。
时间轴
胡志强时任外交部长，完成和欧洲的马其顿建交，并且答应金援马其顿一亿五千万美金
，相当于五十亿新台币。在胡任内支付了一亿四千五百万美元，而陈水扁担任总统后付
了最后的五百万美金，但邦交维持不过两年(1999年-2001年)。
因为此次建交是马其顿共和国总理跟中华民国建交，但是马其顿共和国总统不同意。因
此，当时的行政院长萧万长到马其顿访问，更见不到他们的总统。从建交到断交这两年
半时间，中华民国派任的大使始终无法呈递交到任国书，因此建交关系名不符实。
