解一下这个儿童保护制度。如果你觉得很严重并且学校的处理方式完全没有任何作用，
你可以自己根据mandated reporter instruction打电话给州里的儿童福利机构反映情
况，反映的时候主要关注点是这个孩子可能被sexual abuse了，表现为侵犯他人下体或
过于早熟的性行为。光这一条，儿童福利机构就会派人在48小时内展开调查。你如果决
定要报告，必须如实反映情况，提供这个孩子的联系方式，你需要填个人信息但这个也

让老师来发现 trouble maker 的，而是老师需要 report 给家长。
因为 by definition，家长是 tax payer。
1-1 结束后，家长要在 1-1 访谈 form 上签字 acknowledge 的。

签证办公室（Visa Office）通过对cut-off dates的控制，在财政年度（每年十月为财年第一个月）的前三个季度对职业移民类缓慢释放签证名额（比如在2011财年，职业移民类前三季度仅仅发出了年度总额58.6%的签证数），在最后一个季度才大幅度移动cut-off days放出大量没用完的名额。导致绿卡申请人的等待时间被延长。并且由于移民局资源有限，如果在最后一个季度没有及时处理足够的申请，绿卡签证名额就会被浪费（移民法规定，一个财年没有用完的名额不能挪到下一年使用）。近年职业移民绿卡申请严重积压，如果绿卡名额再被浪费，积压的情况就会被加剧。
按季度分配27%的职业移民绿卡名额的好处：
1. 能缩短绿卡申请人的等待时间（比如很多申请人就能在２０１１年拿到绿卡而不必等到２０１２年夏天）；
2. 尽量避免绿卡签证名额的浪费
法律依据：

would apply? there's no one freeriding on other people's life insurance. If
you don't have life insurance when you die, your wife and kids simply don't
get anything. There's no law saying that some entity MUST give you money

different because hospital MUST give treatment, even when the person has no
money!

行不下去。
你要待在这个系统,你就得每个月交保费。你让平时都拿福利的人每个月收check倒很积
极,你让他们从身上交出一些仔来,没门。你让cash收入的加入也没门,这么贵,人家宁可
罚点钱,反正报税不多也罚不多,说不定obamacare 还让人家qualify Medicaid 了。
其实很多人都不鸟这事,这就是为什么enroll的人那么少。
现在一个低收入人真大病了,在医院看完病一样可以赖账,反正政府会补贴医院的。我觉
得主要还是政府没钱了,Medicaid 开支一直增加,这些又都是mandate spending, 现在
每年赤字那么多,要节流是肯定的,但mandate spending 又不容易改革,想个办法把穷人
的医疗开支直接绑在全部人身上一起分担。唯一好处估计就是政府预算能少支出医疗的
