Access and Maneuver in the Global Commons)，简单解释就是克制对目标国本土纵深
打击，将主战场限定在全球公域范围，比如公海.。此战术目的是将目标国海空主力消
耗在远离本土的地方，又限制了战争规模，避免引起世界大战。其实这玩意不过是旧瓶
装新酒，二战太平洋战争美军就是采取此战术，将日军一点点耗光，驾轻就熟。
但在此战术中，陆军的角色被忽略。陆军比较着急，推出这个项目来刷存在，否则经费

LRPF战术弹道导弹尺寸很小，只有目前ATACMS的一半大小，用M270火箭炮可以一次发射
