在发给全球范围内美国大使馆的一封电报中，国务卿蒂勒森称需要签证的游客在进入美
国前，必须在大使馆面签时陈述至少3个月的在美计划方案。
道称，如果申请签证的游客没有提及一些计划，如和美国公民结婚、上学或工作，将视
为申请者说谎，会影响到他们接下来签证的续签或更改签证类别。如果他们还在美国，
可能面临被遣返的处境。
此外，入美3个月之后计划的变更同样会引发问题。不过这不会被视为“故意虚假
陈述”。现行的规定是，入美后第一个月内的计划变动将被视为“虚假陈述”。
