(Bloomberg) — Health insurers told to pay $150 billion in taxes over a
decade to help fund Obamacare are now shifting at least part of that cost
back to taxpayers.
Congress passed the insurer tax four years ago to help cover the uninsured
under the Affordable Care Act. Now, the industry is pushing to include some
of the cost in contracts with Medicaid programs for the poor that are
jointly funded by state and federal governments.

著名作家林达写了一篇文章，《川普上台，那头大象终于跑出来了》，基本上是用非常
动人的文笔讲述了这样一个故事：奥巴马医保导致民不聊生，民主党因此民心尽失，美
国人民只好逼上梁山，投奔川普。这样一种叙事，让我觉得非常无语。这篇文章从头到
尾，很多最基本的事实都没有弄清楚，结论更是莫名其妙。
林达说：“这个“付不起”群体，分布在各州。我不知道确切人数是多少，据CNN报道
，57%的奥巴马医改登记者获得补贴，但是高达43%的人没有补贴。再刨去影响不是太大
的年轻人，余下的，哪怕只有10%的中产阶级家庭因医改陷入绝望，都是一个足以改变
大选结果的沉默群体。”
所以说，首先她根本不知道这个群体到底有多少人，然后她根据CNN的一个报道随便猜
了猜，就得出了一个“10%的中产阶级家庭”陷入绝望的推论，然后认定这些人民不聊
生的关键在于奥巴马医保。

主要是考虑到有的人在DC结婚了，然后又搬到不承认同婚的州去住，
那么按照现有的法律，无论在居住地还是在DC都无法离婚。

weeks before final passage, but Judiciary Committee Chairman Phil Mendelson
