其实民主党也明白 这里边的实际利弊；但因为 Wall 被竞选炒热，民主党政治上很难
妥协，
现在，trump好像是把 这议题丢给 GOP占多数的 国会，除了那些 hardline 右派，GOP
建制派和头头 也很难在没有 trump 默许下 compromise；还有 midterm coming，一
般这时候，议员都不愿意初选被挑战。
我猜，可能在一番政治角力下，民主党用 一部分 chain imigration control 换 DACA
，对自己的选民有个交代；
同时 trump 也可能 找到 bypass way 建 Wall；比如 基建大 bill 里划一部分；这个
期待的基建大bill 是民主党 愿意支持并乐见的，加上 2006 年就通过了 border 建
physical barrier的bill，这个是有 法源支点的，当时 奥巴/舒默/佩洛熙/H 等 都投

因为，在2010，有一次人口普查，GOP利用中期优势拿下的state legislation优势，重
划了选区，rig了system。造成了永久执政的意思。
后果，比如在宾州，基本是一半对一半的摇摆州，但是GOP占有2/3 HOUSE 席位，这让
HOUSE的归属，和民意人心严重不符。
