FICA不同于tax。为什么富人要付更多的tax？因为他们占用社会资源更多，他们更需要
警察或者国家军事的保护，所以自然需要多付。但是FICA基本是固定的，付的多并不带

还会升到更高的marginal tax rate bracket，交的税反倒上升了。
最简单的例子是如果gross income是20万，在现在itemized deduction下面把home
