菲律宾吸毒“杀无赦”平凡发生，根本原因是菲律宾推行的“杀无赦”的扫毒手法。为
了让警方无后顾之忧，杜特尔特下令警方在抓捕毒贩时若遭遇反抗可直接将其就地处决
，社会人士在发现毒贩时也可以直接将其击毙，这导致许多平民只因疑似吸毒或贩毒就
遭警方痛下杀手，有时甚至走在路上就会被受警方雇用的“杀手集团”枪击，横尸街头
的场景天天在上演。
一些执法人员则以扫毒为名敲诈勒索、打击异己，导致不少无辜的人被枪杀，而在尸体
旁边放几包毒品即可指认该人为毒贩，这导致人心惶惶，很多人担心不知什么时候就“
被毒贩”了。
最恶劣的事情发生在2016年10月18日，两名警察伙同其他几人持伪造搜查令，以“涉嫌
毒品交易”为由将在菲律宾工作近10年的韩国商人池某从其位于菲律宾北部城市安赫莱
斯的家中带走并勒死，尸体后被送到另一名退休警察经营的殡仪馆非法火化。此后，涉
