选最后阶段，辛辛那提的两场都注册了门票，但是因为种种原因未能成行，本以为会成

现议事法规专家是 Elizabeth McDonough，奥巴指派的，2015 年和 Baiden 曾拒绝过
GOP 的reconciliation bill，最后只能走 60 votes，就是 dead。
所以，现在的争论是，软泡 说 直接在 bill 里加 freedom caucus 想要的 保守 条款
