他们要搞的这个BAT, 最简单的形式, 就是未来在计算corporate tax的时候, 美国公司
的出口营收不用作为收入报税; 美国公司进口的产品/部件/服务, 不能作为成本进行抵
扣.
为什么需要这个BAT, 支持者主要就是两个理由:
1. 欧盟中国都有VAT的抵扣制度, BAT可以level playing field, 促进出口, 保护美国
本土就业.
这里拿VAT类比BAT其实是有点忽悠吃瓜群众的意思: 因为欧盟中国的VAT适用于自身国
内的企业, 那么进口产品自然要收VAT, 以保证和国内企业平等竞争; 有VAT的国家出口
产品, 无论是出口到有VAT的国家还是没有VAT的国家, 需要减免VAT, 也是同样的道理．
而这个BAT拿到WTO就不一定说得通了, 美国是没有VAT的, 主要就是corporate tax.
出口不收税，可能问题不大. 但所有进口需要加20%的税, 可能需要美国对WTO施加
相当大的压力．

engines mostly and they are only four cylinders. The most popular one these
days, at least in US, is the VW engine, which is the same as the one used in
Jetta. Slightly modified to generate something like 210hp. The key to F3
speed is the weight. It is very very light, so the power to weight ratio is
very high. Think a 130hp motorcycle such as the YZF-R1 can do 0-60 in less
than 3 seconds and you get the picture

开摩托车，说明摩托车一般人都能学会。
最好参加一个MSF(motorcycle safety foundation) Class.很多Community College 都
提供这种课，大约$240, 中学生半价。为期3天，第一天上课看录像，然后讨论最后笔
试。第2和第3天都在停车场练习最后路试，绝大多数都通过。通过就发一个证书。凭该
证可去DMV直接拿驾照（当然在DMV你还必须先通过笔试）。
如果不参加MSF Class, 也可去DMV申请驾照，但要考路试，不容易通过。
开摩托车在美国还是挺危险的，你必须要保持很保守的心态，很多情况下，开车的人不
会注意摩托车的。
你必须要有胆量，同时不能太aggresive,这样才能将危险减到最小。 |
