据《赫芬顿邮报》报道，美国乔治亚州的一名大学生因在网上声称要制造枪击案，已被
拘留半年。
现年20岁的克莱门斯在网上的“玩笑”把自己送进了监狱
这名学生名叫卡勒布·克莱门斯，现年20岁，是一名南乔治亚大学心理学专业学生。今
年2月，他在自己的博客页面上发言称：“你好，我的名字是埃尔尼格，我正在计划在
南乔治亚大学进行枪击。请传播这一条，看看能有多大影响，看看我是不是会被捕。”
几小时后，克莱门斯被捕了，当地警方称收到了匿名报案。根据大学学报报道，学校安
全主管说，并没有在克莱门斯的住处发现任何准备枪击的迹象。
克莱门斯随后被以“通过电脑制造恐怖威胁”的罪名被起诉，并被关押在布洛克郡拘留
所。据悉他的保释金金额为2000美元，然而克莱门斯的家庭无法负担这笔巨款。甚至也
没有钱聘请律师，一个募捐网站试图帮助他雇用一名律师，募捐目标是5000美元，然而

1993年本书快出版的时候，众议院投票决定终止超级对撞机计划。尽管这个计划在过去
的多次投票后都保留了下来，但这一次，直到我写这些文字的时候，它似乎真的被取消
了。政治学家和科学史家们在这些年里一定能找些事情来分析这个决定，不过现在似乎
也可以来评价一下，这是怎么发生的，为什么会发生。
1993年6月24日，众议院决定从1992年的能源和水的拨款议案中取消对超级对撞机的资
助。这没有减少能源和水的拨款，也没有增加其他科学领域的投入；超级对撞机的钱成
了能源和水的其他项目的钱。现在，只有参议院的支持能挽救这个实验室。
那年夏天，美国各地的物理学家都走出他们的办公室和实验室，来华盛顿为超级对撞机

麦克高文众议员日前表示，众议院通过该法案的希望很大。众议院司法委员会8月通过
的《入藏互惠法案》要求，美国国务院每年向国会提交报告，列明中国国家及下属相关
机构领导人员名单，以及中国向美国外交官、记者和游客签发签证的官员名单，以对比
中国官员在允许美国人进入西藏与进入其他中国地区的差别；对比中国官员对待藏人与
对待其他地区非藏人的区别；报告中国当局在藏区执行旅行自由的状况等。
若发现中国官员限制美国人进入藏区，美国也将不许他们进入美国。1950年中国进军西
藏后，当局一直严格限制藏人宗教自由和行动自由以及维护藏文化语言的自由；并严格

民主党主席谢安达(Adam Schiff)与众院司法委员会的民主党众议员纳德勒(Jerrold
Nadler)11日先后表示，将首传代理司法部长到众院说明，并要求他迴避通俄案调查，
同时全面调查川普总统是否滥权迫害媒体。
谢安达接受媒体访问者表示，他计画调川普总统是否滥权，试图打压干预华盛顿邮报和
有线电视新闻网(CNN)的相关事务，惩罚这些媒体对他做负面报导。
将掌控众院司法委员会的众议员纳德勒11日则表示，下届国会一开议，他打算马上就传
唤代理司法部长惠特克(Matthew Whitaker)，为他所主持听证的第一位证人，该听证重
点放在惠特克对通俄案特别检察官穆勒的「明显敌意」；纳德勒指称这是「对该调查廉
正与否的真正威胁」。

当地时间15日上午，美国总统特朗普在白宫玫瑰园宣布，他将签署一项法案宣布美国进
入国家紧急状态，以绕开国会对南部边境墙建设的资金限制。
众议院司法委员会认为，特朗普的做法引发了法律问题，要求在下周五（22日）前提供
通过紧急状态声明的法律依据。
信中表示，特朗普通过宣布国家进入紧急状态以绕过预算分配的政治程序，既滥用了对
