9月11日，北京大学-IDG/麦戈文脑研究所教授饶毅致美国国立卫生院（NIH）的信在生
物医学界刷屏了，这封洋洋洒洒三千余字的信《饶毅致信美国科技官员：科学家应该有
脊梁》（全文附后）向NIH致以了强烈反击，随后朋友圈开始刷屏。
一开始端端酱看到这内容也一头雾水，不少华人科学家陷入恐慌，担心今后国际研究受
阻。且慢，我们不妨来捋捋这件事。相信大部分人在转发饶教授的回应时并不会先看原
文，所以不知道到底发生了什么，但大量情绪渲染的文字并不利于问题的了解和解决。
所以端端酱想和大家一起看一遍NIH的原文，之后大家可以再对照饶毅教授的信看看，
想想疯狂转发那篇《脊梁》是不是有些盲目？毕竟没人现在知道FBI确切拿到了哪些证
据，又是哪些机构涉嫌其中呢。

虽然NIH 和基金委在规模/影响/预算资金上不可同日而语, 但二者在形式/性质
/目的上是基本一致的。我和二者打交道主要是以PI身份申请钱，所以很难从宏
观上来大谈特谈装大腕，故仅讲一点个人亲身经历和感受。（有些时间事件人
物故意挪移一下，请鉴谅？^&^）
NIH为我搞过两次 site visiting（类似所谓现场会：在给你大钱前，把一大堆
牛校牛人搞到你校里来，听这汇报那汇报，现场考察/质疑/关门讨论决定,其
中一次还是为我的个R01, 据说没先例）.按常理这对学校/系和个人都是个大事,
可是不然, 完全插不上手也不需插手: 这些教授们是NIH定的请的, 费用是NIH
出的, 连机票酒店都是NIH安排预定的. 会开一天,中餐都是回酒店吃. 我所作
的仅仅是:1)同意NIH选定的教授名单和他们必须签的confidential agreement
内容;2)告诉NIH离学校最近的酒店.3)报告并答问. 学校的Grant Office

Zhe: 在NIH混了六年，想开贴讲讲NIH PI 的招聘，工作，服务，评估以及Tenure 标准。
Highly：谢谢Zhe老师！请问PI的工资和福利如何？
Zhe: Tenure Track PI 进来的时候一般10-11万。如果你哭哭穷（老婆孩子高房价），
大概会得到Sign bonus （1-4万）. 涨工资两种情况。第一种是通货膨胀，就是说政府
的员工全部涨。有时2%，lucky的话5%。从2010到2014，拜08所赐涨幅为0.今年涨了2.5
%。 第二种情况就是四年一次Site Visit 大评审，如果你不错的话，会涨6-8%。第三
种情况比较特殊，比如说，你连续发表大文章，就写个要求涨工资的request，不见得
会批。考虑一下不批的话你怎么办。NIH tenure之后工资会涨到15万左右。接下来的涨

工作节奏：对NIH大多数实验室来说，生活肯定比大学实验室轻松，压力小一点。不是
因为PI懒，PI有Site Visit压力也想很快出东西。但是NIH极为保护博后，哪个PI要求
博后加班（无论是晚上还是周末），您等着博后办公室的人找你谈话吧。完全靠博后的
工作热情。因此，NIH博后混日子的人也不少，朝九晚五，周末钓鱼划船旅游爬山带孩
子玩，毫无压力。但是，永远有那些愿意工作愿意出东西的博后，非常勤奋的工作。
工资和福利：博后起价五万多，做计算/分析/流行病（还有什么专业的加钱我不知道）
的博后加一万。工资年年涨，大约4-5%；相反PI工资前面好几年被Freeze。
Performance好的人有Two-Step 涨工资，能够涨到8-10%。NIH博后不需要买医疗保险，
NIH帮你全家买了。前几年，NIH博后保险看医生不需要Co-Pay（是，你没有看错）；今
年Policy变了，看医生需要付15块钱Co-pay，导致很多博后抱怨，认为福利差了好多。
签证：国际学生一般不给H1签证，有OPT的用OPT，否则就是J1。但是，这个是可以讨论

看来NIH终于要改革了。。。这里顶一下o8同志。。。
昨天，o8同志的budget policy终于出台。其中NIH budget 不变，但是包含了很多重要
的改革。。。
我旧帖就说过，NIH钱不少，但是浪费很严重（呵呵，比咱哪儿还是好不少）。这里的
最大的浪费其实就是给学校的补贴，也就是所谓的indirect cost。也就是当PI拿到1M
经费，所在学校会拿到一定比例的经费（0.5-1M 不等）作为协助完成研究的管理费。
这个费用的初衷是好的，就是鼓励学校的教授多从事NIH资助的研究，这样indirect可
以被用来改善实验条件（比如雇佣秘书，改进实验室的配套设施等等）。早期的学校主
要是用来教学的，没有合适的实验条件。。。尤其是对于生物医学的研究。

星期四（12月13日）， NIH顾问委员会向院长柯林斯（Francis Collins）呈交的调查
报告指出了一系列利益冲突和违规行为。

昨天刚刚在Science 登出来的内容，NIH 的领导以及各机构director 合写了一篇文章
，声明NIH一向支持基础研究从来没有变改过，并把CRISPR 技术的进展作为一个基础研
究成功的例子。说他们注意到了很多所里的基础研究项目明显的减少了。但是他们坚持
说这些减少是因为往那些所投的基础研究项目变少了。他们为了鼓励纯基础研究，准备
简化一些文档，不再强迫研究者们写他们的研究到底和public health 有什么直接关系
。
但是他们没有明说的一点是，投入基础研究的资金会不会改变。

NIH现在总budget是300亿。30%用于NIH本身，70%用于资助外面机构，包括学校，研究
所，公司等等。。。其中超过70%用于临床研究，主要是clinical trial，vaccine采购
等等。
NIH从建立起来就享受两党的支持，所以每年的预算都是增长在8%左右，但是2004年开
始，由于各种原因，预算开始flat。因为biomed的通胀基本在7%左右，所以状况非常严
重。。。但是，NIH本身却依然保持了自身人员的工资等等的增加，而且还迅速扩大。
由于NIH自己的研究只是internal review，基本是想做啥就做啥，造成严重浪费。。。
NIH曾经试图聘请外面的PI来作其下属机构的head，但是一般稍微改革，就被排挤，最
著名的案例就是NIH下属NIEHS（国家环境健康研究院）聘请了杜克大学医学院院长作他
们的director。该人刚刚解雇了一个没有PHD学位还在滥竽充数的老兄，马上被告到参

会，日前发布调查报告指出，部分NIH研究人员身兼中国「千人计画」成员，导致美国
的保密资料外流。这是NIH因应美国研究成果外流到竞争对手国家最具体的公开行动。
「千人计画」是中国「海外高层次人才引进计画」的简称，从2008年起，用五到十年，
在中国国家重点创新项目、重点学科和重点实验室、中央企业和国有商业金融机构、以
高新技术产业开发区为主的各类园区等，引进并支持一批海外高阶人才到中国创新创业。
美国国防部曾指出，千人计画旨在「促进美国科技、智慧财产与核心知识合法与非法转
移」到中国。
报告指出，一些担任学术文章评审的NIH研究人员身兼「千人计画」成员，违背「同侪
审查」（peer review）的规则，将科研申请书、提案和会议内容与无权参与审查的人
分享。
报告另一名作者、NIH顾问委员会共同主席威尔森（M. Roy Wilson）说，成为「千人计

关系复杂。这个是自己的选择问题。NIH 的 Politics 当然有，但是不见得就比外面严
重。另外一方面，NIH的资源超级丰富，你如果完全了解并且能够驾奴的话，可以使得
你的Lab 非常productive.
计算资源：Biowolf， 》10000 node。可以同时提交1000 个计算任务。所以做
genomics 的人很喜欢。
Facility： 各种各样的。很便宜很快。我不是很熟。
Man Power： 很多Bioinformtics Team。这些Team的目标就是帮助其他PI。 如果对NIH
PI帮助不大的话，他们就会遭到裁撤。
Money： 你有年度Budget，够你Lab 运行。同时，NIH有很多内部的Grant， 小一点的5
万，大点的几十万。这个很Competitive。你需要花很多时间准备。在NIH本事大的人往
往拿到大的项目，做的项目都是很受关注的，比如HPV trial.

个NIH的“SPECIAL VOLUNTEER”的位置。当时我还蛮得意的，毕竟简历上多一个title
嘛。现在在新的学校里开始办waiver了，一想不太对。有没有人类似我这种经历的呢？
这个special volunteer其实就是给我保留了我NIH的email address，还有远程登录计
算机帐号的权限，其余啥也没有。我也不会回NIH工作，NIH也没有保留我的办公室，也
没有NIH的ID BADGE。这种情况会影响NIH给我“no objection” statement吗？我跟
DIS联系，某个人说可能会有影响，但不置可否。在想是不是我干脆先放弃这个special

为什么cut NIH funding? 要用三个有利于去解释。
1， NIH 干什么的？不就是想研究长生不老药么！人人都长生不老了，医保，养老保险
不就要崩溃了？
所以第一个有利于就是，cut NIH funding 有利于医保，养老保险正常运转。
2，NIH 雇的千老据大多数是，J1， H1B 等。这些工签是和美国人抢工作的。剩下他们
